This massive killing was done by the two pattern killers who are supporting each other through cooperating, collaborating and competing. There is the need for a lot of smart work and combative team to trace out these clever killers. There are some of the other reasons which did not let him work properly. FBI is one of them who does not want to involve him in this case. They eventually warned him and his partner to stay out of the circle. That were the limits which are forcing the detective to stay out this, but he is the one who does not accept orders from others.
